北約（NATO）高峰會於7月7日在土耳其安卡拉登場，儘管與會國家宣布了價值數十億美元的軍售協議，美國總統唐納·川普（Donald Trump）在會中重申對歐洲盟友國防開支的不滿，並表示不排除從歐洲撤軍。
川普抵達安卡拉時受到隆重的軍事儀式歡迎，隨後他與土耳其總統雷傑普·塔伊普·艾爾段（Recep Tayyip Erdoğan）舉行了雙邊會談。川普在會談中表示，他對於向土耳其出售F-35戰鬥機沒有任何疑慮，並暗示美國將解除對土耳其的制裁。根據《巴爾幹觀察》（Balkan Insight）報導，川普宣布解除對土耳其的制裁，並批准了戰鬥機的銷售。這項舉動顯示美國對土耳其政策的轉變，儘管以色列對此表達了反對。
在北約高峰會的產業日活動中，歐洲與加拿大核心國防開支成長了11%。然而，川普在會中再次批評盟友未能「協助」美國在伊朗問題上的行動，並對歐洲盟友的國防開支表示「非常失望」。他曾表示不排除從歐洲撤出更多部隊。川普的言論打消了歐洲國家希望藉由此次峰會達成和諧氣氛的期望。
儘管川普對盟友提出批評，北約成員國仍在此次峰會上達成多項軍售協議，總金額高達數十億美元，以展現其軍事實力。根據《ABC 商業 澳洲》（ABC Business）報導，北約組織本身並不擁有武器，武器皆為32個成員國的財產。
在與會領袖的發言中，德國總理弗里德里希·梅爾茨（Friedrich Merz）在4月曾參訪德國聯邦國防軍的軍營。烏克蘭總統弗拉基米爾·澤倫斯基（Volodymyr Zelensky）則在峰會間隙與北約秘書長馬克·魯特（Mark Rutte）會面，討論了緊急運送防空飛彈系統的必要性，以及聯盟國家對PURL計畫的貢獻。
川普與艾爾段的會面氣氛良好，川普稱讚兩人之間有良好的「化學反應」。此次峰會也討論了其他議題，包括川普在2019年因土耳其購買俄羅斯系統而將其踢出F-35計畫後，重新開啟了美國出售F-35戰鬥機給土耳其的可能性。
