美國總統川普 10 月 16 日宣佈，豁免上個月簽署生效的制裁法案中多項針對俄羅斯與伊朗的措施。這項法案原訂數日後即將全面實施，川普在生效前夕決定暫緩部分內容。俄羅斯商業諮詢（RBC）報導指出，川普已指示不啟用該制裁法中針對俄羅斯與伊朗的多項制裁、限制與關稅條款。今日俄羅斯（RT Russia）也報導，川普下令不執行近期通過的對俄與對伊制裁強化法案所規定的多項措施。
俄羅斯 Lenta.ru 同樣報導，川普拒絕實施該制裁法中的多項條款。丹麥《貝林時報》（Berlingske）指出，川普宣佈暫停 9 月簽署的制裁法案中部分針對俄羅斯的制裁措施。新加坡《海峽時報》（The Straits Times）從華盛頓發出的報導則提到，川普是在該法案生效前數日宣佈豁免這些制裁、限制與關稅。
德國《法蘭克福匯報》（Frankfurter Allgemeine Zeitung）的即時部落格中，歐盟執委會主席馮德萊恩（Ursula von der Leyen）確認，烏克蘭在 2027 年仍需要 700 億歐元（EUR）的資金支援。該部落格也提及，川普否認自己應為 Starlink 限速負責，與伊隆·馬斯克的說法有所出入。
