川普於 10 月 16 日（週五）簽署行政命令，暫緩這套針對俄羅斯經濟的全面性制裁方案。這套法案由國會兩院通過，上個月才由川普本人簽署成法，並以已故聯邦參議員林賽·格雷厄姆命名，原定在幾天後生效。美聯社（AP）報導指出，川普在行政命令中告知國會，暫緩實施符合美國國家利益。半島電視台（Al Jazeera）指出，這項行政命令在制裁期限前 2 天發布，距離川普與俄羅斯總統弗拉迪米爾·普丁達成重油交易協定剛好 1 週。
